KINGS is a £1 billion mixed-use waterfront masterplan located on an eight-acre site between King Edward Street, Bath Street and Paisley Street on Liverpool’s northern waterfront. The development will deliver a new city quarter combining residential, hospitality, commercial and leisure uses within a single integrated neighbourhood.

The scheme will provide approximately 2,800 homes alongside a five-star destination hotel, a four-star leisure hotel, 150,000 sq ft of Grade A office space and a vibrant mix of retail, food and beverage and cultural spaces. Positioned between Liverpool’s established Central Business District and the emerging northern waterfront regeneration corridor, KINGS forms a key part of the city’s long-term urban growth strategy.

The masterplan is structured around three interconnected zones — Living, Leisure and Work — designed to create a neighbourhood that is active throughout the day and evening. Residential towers with waterfront views form the northern Living Zone, while the central Leisure Zone creates an animated civic heart through hospitality, retail and cultural space.

The southern Work Zone extends Liverpool’s Central Business District towards the waterfront, anchored by new Grade A office accommodation designed for the city’s growing professional and creative sectors.

 

A defining feature of the masterplan will be a signature tower rising to over 60 storeys, set to become Liverpool’s tallest building and a new landmark on the Mersey skyline. Designed by Brock Carmichael, the wider masterplan establishes a series of towers and mid-rise buildings arranged around landscaped podium gardens, public plazas and active ground-floor streets.

The site is held in single ownership by KEIE Ltd, the development vehicle of TJ Morris, eliminating land assembly risk and enabling a coordinated delivery strategy. Development management is led by Beetham Davos, with Brock Carmichael acting as masterplan architects and Planit responsible for landscape design.

Planning consent for No.1 KINGS, a 28-storey residential tower delivering 255 apartments, was granted in February 2026, with construction expected to commence following technical design and regulatory approvals.

KINGS represents one of the most significant regeneration opportunities on the UK’s waterfront. By combining residential, commercial and cultural uses within a coherent masterplan, the project will extend Liverpool’s Central Business District, create a new waterfront neighbourhood and contribute to the continued transformation of the city’s northern docks.
